ParticipantUpdate
It seems the only way to get the level 12 MTP bonus would be to have Xu Zhe on your side before the level up. On my game, after the battle with Lu Guang, I had 2,616 experience, and you receive level 12 at 2,518 experience. This means if I had 97 less experience, I would have been able to hire Xu Zhe at level 11, and I would have also received the MTP bonus for this level up.
How about other tacticians?
Huo Hu, though he is l33t enough to learn An Sha, does not learn Fu Bing. Fu Bing is one of the few very special tactics in the game learned only by very special characters. Just to be sure, I checked Cai Yong and Li Ru, the only other two talented advisors you can have at this point. Neither can learn Fu Bing. And yes, Chen Deng and Mi Zhu don?t learn it either.
Is it possible to hire Xu Zhe at level 11?
I am going to make an educated guess that it probably is. 97 experience may be possible to make up by adjusting the number of rebels you face in any given battle. Here?s the catch, though: you would basically have to face the minimum number of rebels in nearly every battle to come close to making a difference. This is the case because in this game I have already been restarting rebel-heavy battles. This certainly wouldn?t be fun, and if done, it would only be done in the name of creating the perfect DoaE game.
Realistic Best MTP: 155
Since I am on a vacation, and I have decided to go all-out (hehe) on figuring out Destiny of an Emperor secrets, I may just try it.

But this is a very small consolation for my current failure in discovering the Zheng Zong Sabre, Li Guang Bow, and Qing Gang Sword. Lord Yuan Shu, you were very very lucky to have the Qing Gang Sword dropped for you. The probability is extremely low.
When I read about it, it was said that the chance is something like 1/255.
That brought back memories of trying to get Glass Helmets and Pink Tails in Final Fantasy IV.

ParticipantNow here is something interesting!
You only get a TP increase when you ahve someone in your party who is able to learn a new tactic! That explains why I was under the impression that not having Zhuge Liang in your party had an adverse affect on your total TPs (leveling up without someone to learn those special tactics costs you losses from your MTP). I noticed this when I hit level 12 without Xu Zhe to learn Fu Bing?not a single MTP bonus for me.
This means that, in order to get a TP bonus on level 12, you have to have someone in your party who can learn Fu Bing. I wonder who might be able to do this? Or you have to actually be level 11 when you get Xu Zhe (I?ll be able to find out if that is possible or not soon).

ParticipantThe only use for a Steed is for hiring officers.
Sometimes when you ask them to join, they will demand a steed.
When playing the game normally, I always have one around, just in case I come across that chance encounter with people like Zhang Xun, Ji Ling, Yan Liang, Wen Hun [Chao], Yan Yan, Taishi Ci, Cao Zhang?

Yeah, Wang Gui/Zhou Chao/Guo Ji weren’t on the first two Japanese quests I played.
You mean you didn?t encounter them at all? My situation was different?I did everything I could to avoid encountering Guo Ji, but he was there every single time I attempted the battle. I finally got to a point where I gave up?

ParticipantRandom note: The Guo Ji bug doesn?t seem to exist in the Japanese DoaE.

ParticipantThat sure seems to be the case!

ParticipantYeah, you stop getting TP after you learn [what would be] your last tactic.
– The last tactic in the game is Ce Mian, learned on level 31.
– You start the game with 10 TP (I wonder if that number can be 8 or 9?)
– 10+(5*30) = 160
It seems the true potential is 160 MTP, with 159 available to Zhuge Liang.

ParticipantI updated my MTP progression chart.
armyant, I have also, thus far, come to the same conclusion.
Level 6 was very hard to get a bonus of 5 on, while others were very easy to do consistently. In addition, it was easy to get a bonus of 3 on level 5, while others almost never showed a bonus of 3. This could all be random odds, however.

ParticipantI can certainly say Zhang Bao helped a great deal playing through under this challenge. I too forgot his intelligence was 150, and was very interested in your idea (I still am). When I saw his intelligence was 150, I knew he would work very well for this challenge, though. He is still dumb enough that people don?t have trouble setting him on fire, turning him into a fish, or snatching away his head. My usual strategy has been to always pick him up, and when I get Jiang Wei I equip both him and Zhuge Liang with gear, switching between them as the situation dictates. This just takes away your ability to have both of them in the battle at the same time.
Note that if you do this, you will have to curb your spending a little in places like Ba-Shu (i.e. Battleax) if you want to get a Lance for your final character. I fell quite short of that mark (I needed another 40K). I think this time through I am going to be conservative with the purchase of some more expensive armor and some weapons to try and make up that difference.
I think level 38 should be possible. I have been picky this time through, just for the sake of experimentation, and already my choice to deny high-powered rebel battles as put me one level behind the norm for my area (it is a very small difference, but it has this affect on the game). I wonder if I?ll be able to get Xu Zhe and Fu Bing.
And yeah, I?m pretty certain that high level rebel forces also have the ability to drag you up to level 40. This is probably outside the regular odds, however, and I would suspect it is rare.

ParticipantIt shouldn?t be too hard to verify specific battles using saved states on an emulator?
Xian Zhu Xuande
ParticipantVerified that treasure contents also change randomly. The value is determined when you open the chest.

ParticipantI remember a screenshot at the old Destiny Translations site (the group that translated Destiny of an Emperor II to English) which featured a picture of a special-named sword?I think it was Qing Guang. Apparently, this sword could be obtained randomly after defeating Cao Pi, but because I never really played too far into the game (I couldn?t before) I didn?t get to verify. It is also supposed to be a rare drop. Maybe someone can iron out the holes in my thought?

ParticipantVerified that the Rebel Force soldiers for major battles do, indeed, change randomly.
